In order to provide good quality higher education to the people of Sonbarsa Raj situated in the Kosi region, the royal family of the region envisioned to set up a college soon after the independence of the India. Hon. Ambika Prasad Singh, a royal family member, made serious attempts to establish a college but unfortunately could not succeed.
The present institution (M.H.M College) was finally set up by the Honourable Dr. Arjun Kumar Singh, a descendent of the Sonbarsa Raj royal family on May 20, 1969. It has been named after a very popular and great ruler of this region Maharaja Sir Hariballabh Narayan Singh. The college was a dream come true for the people of this economically and educationally backward area. The local people from villages such as Soha, Shahmaura, Shahpur Dehad, Behat, Khurasan, Bhaddi, Sonbarsa Raj etc. extended active cooperation and help in setting up this institution of higher education.
At present, it is spread over 9 acres area in the Soha village of Sonbarsa Raj block, Saharsa. It is well connected by roads, both state and national highways. The nearest railway station is Simri Bakhtiyarpur which is 12 Kms away. Saharsa is a major railway junction well connected to state and national capitals and is about 32 kms. Initially, it was affiliated to Tilak Manjhi University, Bhagalpur. Later on, when Lalit Narayan Mithila University was set up in Darbhanga in 1972, the college was brought under its jurisdiction. The affiliating University was changed so as to improve the administration and teaching since L N Mithila University, Darbhnaga was near as compared to T M University, Bhagalpur. On April 29, 1981, it was given the status of a constituent college of L.N. Mithila University by the state government. This was a landmark development in the history of the college. It paved the way for progress of the college.
