About the University

Evolution of the University

A separate 'Rural Development and Panchayat Raj University' for the study and research of rural development and panchayat raj system in Karnataka was proposed by activist and the then Hon'ble Rural Development and Panchayat Raj Minister Shri H. K. It was Patil's concept. Accordingly, the Hon'ble Chief Minister in his budget speech for 2013-14 presented the proposal for the establishment of Karnataka State Rural Development and Panchayat Raj University for approval in both the Houses of the Legislative Assembly. State Government, Shri S. to study and report on the matter of establishment of University. V. A committee was formed under the chairmanship of Ranganath B.A.S., retired Chief Secretaries, Government of Karnataka. The committee discussed several issues on how a rural university can provide services to improve the standard of living of the rural people of Karnataka. Issues such as malnutrition, hunger, poverty and unemployment, class and gender discrimination, loss of livelihood and land, which rural people generally face, are important. Although there are many employment opportunities in urban industries and service sector, rural youth remain unemployed. The main reason for this is the lack of skill development training required for the respective field. The proposed Skill Development Training School in Rural University will answer such problems. The committee visited and studied several institutions. Mainly Institute of Rural Management (IRMA) Anand, National Institute of Rural Development (NIRD) Hyderabad, Gandhigram Madurai, Indian Institute of Management (IIM) Ahmedabad, Tata Institute of Social Science (TISS) Mumbai etc. The committee opined that solving various problems of rural areas, creating a dedicated and committed workforce can be achieved through the said Rural Development University.

Establishment of University

The Karnataka State Rural Development and Panchayat Raj University Act, 2016 notified the establishment of Runwaya University. The University was established for the sustainable development of Karnataka State Rural Development and Panchayat Institutions through teaching, training and study. The Act aims at strengthening of local self-organization and comprehensive development through practice and study of rural areas of Karnataka State. This is an ambitious project of the state government and its center is Gadag, a rural region of Karnataka. The then Minister of Rural Development and Panchayat Raj Department of the Government of Karnataka, Hon'ble Mr. H.K. Patil's visionary guidance and the support of departmental principal secretaries is taking shape. Prof. Dr. B. Thimmegowda as Chancellor of the University, Dr. Prof. Suresh. V. Nad Gowda as the patriarch and Shri J. C. peaceful J. C. They are working as Finance Officers (in charge).

VISION

The vision of the University is to work towards making the rural society a center of excellence by creating dedicated, committed, human resources involved in the rural development process to ensure sustainable rural development and wide-ranging improvement in the quality of life of the rural people.

MISSION

The aim of the University is to reduce poverty and create employment opportunities for people to take decisions for their own well-being, economic and samaj-political progress through a democratic system of Panchayat Raj institutions leading to inclusive growth through providing essential services in health, education and skill development enabling rapid economic growth and sustainable development to educate and train various stakeholders. .
