This program has been started by the Chief Minister of Bihar, Nitish Kumar for the better future of all the students of the state. Under the Bihar Kushal Yuva Program, all eligible students and youth will be given training through the scheme. So that they do not face any kind of problem in the field of employment.
Through Kushal Yuva Program (KYP) all the candidates are given basic knowledge of communication skills and computers. Through this program, all the beneficiary youth are provided training related to Computer Course (BS-CIT) BS CIT stands for Bihar State Certificate in Information Technology, Language and Communication Skills (BS-CCS) and Soft Skills (BS-CCS).
A Certificate Course in Information Technology is a 3 months duration certification course. This course deals with the knowledge of computer software and computer hardware with telecommunications. The subjects taught in the Certificate course in Information Technology course are data management, organizations, statistical measures, technology etc.

Eligibility Criteria for BS CIS
1. All Candidates belonging to the age group of 15-25 years (Age limit for SC/ST, OBC & People with Disabilities is as follows: SC/ST – 30 years, OBC – 28 years, PwD – 30 years).
2. Those who have minimum qualification as 10th/12th pass; irrespective of the fact that the candidate is pursuing /completed any Higher Education Course/Degree will be eligible to undertake training under “Kushal Yuva Program”.
3. Apart from the above all those youth of the 20-25 age group who have opted for and have been sanctioned for self-help allowance, have to compulsorily complete this training.
Admission Process
1. Applicant should be of Bihar origin. He must have a permanent certificate.
2. The age of the general category applicant should be between 15 to 28 years. (on the date of application).
3. Youth up to 33 years of SC and ST and PWD, and youth up to 31 years of OBC can also apply.
4. Applicant should have passed Matriculation / 10th or maximum 12th pass from an institute recognized by the Government of Bihar. And has not received/is doing any higher education.
5. The applicant should not have any self-employment or any kind of employment.
6. The applicant should not be getting any kind of scholarship/allowance/skill development facility/credit card or any kind of government assistance.
Career after BS CIS
There are wide areas for careers for holders such as basic knowledge of computers, Databases and Programming, tools, and languages. The course also provides students with the basics of a computer such as handling, care and maintenance.
Candidates can choose some fields after higher levels in sectors are cloud computing, computer science, administration, design, software, engineering, aviation, etc. Employment area is schools, colleges, universities, Courts, private companies, government companies, etc.
