National Medical Commission
Overview
The National Medical Commission (NMC) is a statutory body in India that replaced the Medical Council of India (MCI) in 2020 to regulate medical education, practice, and research. Its core functions include setting policies for medical education and institutions, maintaining a national medical register, ensuring ethical standards, and assessing the country's healthcare infrastructure and human resource requirements. The NMC works through four autonomous boards and works to improve access to quality medical care and professionals across India.
Structure and Composition
The NMC is structured with a central body and four supporting autonomous boards.
· Commission: The main Commission has 33 members, including a Chairperson, 10 ex-officio members, and 22 part-time members appointed by the Central Government, consisting of medical professionals, academics, and experts.
· Medical Advisory Council (MAC): The MAC allows states and union territories to provide input on medical education and training to the NMC.
· Autonomous Boards:
ØUnder-Graduate Medical Education Board (UGMEB): Sets standards for undergraduate medical education.
ØPost-Graduate Medical Education Board (PGMEB): Determines standards for postgraduate medical education.
ØMedical Assessment and Rating Board (MARB): Permits new medical colleges and assesses existing institutions.
ØEthics and Medical Registration Board (EMRB): Manages a national register of medical practitioners and regulates professional conduct.
Important reforms under the NMC Act
The National Medical Commission Act, 2019, introduced several reforms.
· National Exit Test (NEXT):
A common final-year MBBS exam for licensing, postgraduate admission, and screening foreign medical graduates.
· Community Health Providers:
Allows limited licenses for certain mid-level practitioners to work in primary healthcare, aiming to help rural doctor shortages.
· Addressing corruption:
The Act aimed to increase transparency in college assessments and regulations to counter previous issues in the MCI.
Key Functions of the NMC
· Medical Education:
Sets policies and standards for all medical education, from undergraduate (MBBS) to postgraduate and super specialty courses, and grants recognition to medical qualifications.
· Regulatory Oversight:
Regulates medical institutions, grants accreditation to medical schools, and monitors the practice of medicine.
· Medical Register:
Maintains a comprehensive register of all medical practitioners in India.
· Ethical Standards:
Enforces ethical standards in all aspects of medical services and provides a grievance redressal mechanism.
· Healthcare Infrastructure:
Assesses the human resources and infrastructure required for healthcare and develops plans to meet these needs.
· Fee Regulation:
Frames guidelines for determining fees for a portion of seats in private medical institutions.
